Well I believe Rasengan requires a signifiicant amount of chakra. Sasuke does have a decent amount of chakra, but he does not have near the amount that Naruto does. My guess is that we just havent gotten to them yet. I mean look at all of the awesome people and battles that we could see, there simply is not enough time for everything. I hope that maybe Bee and Naruto go up against them as former Jinchuuriki for some kind of symbolic battle.
