I am leaning torwards the fact that Tobi is an Uchia. I know it very possible that a non- Uchia could control the 9tails also but just for the sake of the story line. I would hope that only a real Uchia but not all Uchia's had that ability. If so when the 9 tails attaked the Leaf why wasnt...
