To be summoned, you need to be in the "pure place"... Or something along those lines, which basically means your soul can't be anywhere else. This is why he couldn't summon the previous Hokage because they're within the Shinigami - But Orochimaru was actually sealed away by Itachi's Totsuka...

Those specific blades aid in the flow of Chakra through the weapon.. however you don't need that specific type of metal to flow chakra through them. Kirabi and Sasuke did it with their swords, heck - Kirabi even did it with a Pencil - So it's not completely necessary, but it just helps the user...
