The Rinnegan doesn't need genjutsu as the user has a massive amount of chakra so only a true master like the toad sages with massive chakra supply can use genjutsu on the rinnegan successfully.

You've missed out a big part of Sasuke's charactor, he's insane much like Hidan was and insane is not bad ass .

The sage of the six paths is the strongest shinobi in history for a reason because he defeated the ten tails .He create the moon and the tailed beasts (1-9) while dying and had the rinnegan . Madara and Tobi might have a chance to seal it (a 1 in 1000 shot) and when it fails they will be killed...

I think the reason why he isn't a S rank ninja is because of his low level of Chraka which means he has to be careful when he uses his big attacks like lighting blade or his MS jujtu because of the large amount of chraka it drains out of him .If he had more chraka he would be a s rank shinobi...
