Not quite the case because we saw Itachi reacting to Kirin with Susanoo instantly.

Byakuya is a bit too fast to be caught by Itachi's Susanoo.The way to beat Itachi if you are fast is just play the waiting game while he gets exhausted.

When is it mentioned that the petals actually touch and spread the fire around.Besides there are millions of the things and it would take more stamina than Itachi has. He can just defend like this and discard the burned ones.

Most characters with names in Bleach are as fast as Minato because of Flash Step/Sonido.Byakuya takes this easily.Not even Bankai worthy if you ask me.He can just storm Itachi's Susannoo with Senbonzakura until he gets exhausted and block Amaterasu by having a constant shield in front of him.
