I dont think any of the kage will be fighting in the war on either side unfortunately. They wouldnt fight for the shinobi forces because that would stack the odds way too heavily in their favor and the new generation has to be able to fight their own battles and if they were going to be used...

Id say Kankuro easily. I mean hes nowhere near as good as Garra but his puppet control and Chakra string abilities combined with his strong leadership role have proven him to be stronger than any other sand nin ive seen besides Garra
