i think what he means to say is that as rasenshuriken is the upgrade version of rasengan similarly raikiri is the upgrade version of chidori and i think its a good analogy

of course its better sasuke's chidori couldnt penetrate it its like an ultimate defense

but sasuke mostly uses finger strike against the raikage and danzo too
