Itachi vs jiraya would go either way, jiraya had sage mode, summons,( Gamabunta,mom n pops) who are also very good at genjutsu, plus his varity of techniques.. It be very high diffuculty for itachi n kisame. Itachi also stated he dint wanna alert the anbu and start a war.
