Opinion: A thundercloud is a thundercloud regardless of how it came into existence. If Sasuke uses Kirin during a storm (natural one) I think it'll give him the same powered Kirin. However, due to his increased chakra reserves and (probably) control, he can maybe form a larger Kirin.
