I don't think that he has to be better than Hashi to become Hokage. The Kages are one of if not the strongest out of their village in their time. BUT Naruto has to be stronger than Madara, because he is his foe.

Hey, i read the 2 lattest mangas and i have a question. First Madara watches the Kages fight his doubles with activated, "normal" susanoo. Then he can caught A with a EMS Genjutsu(EMS activated). But when he reveales the perfect Susanoo, he got Rinnegan activated. So, does perfect Susanoo...
