Vacuum Palm does blunt damage it seems. And since it doesn't seem to use shape transformation (it's more a blast of pure chakra), it doesn't have the cutting power of Rasengan or Chidori for example. But concussive damage-wise, a full power Vac Palm is probably one of the strongest in the category.

This would be very cool. I woul love to see that battle. Though unlikely to happen.
