He is the 1st commander of a yonko ( BB) , so he is kind of the WB's Marco and Marco is stronger than Doflamingo in my opinion.

I think Juha Bach intentions of making Ishida come to Vandenreich , is for defeating Ichigo. I think he wants to make Ishida fight Ichigo, cause he will have an advantage, because Ishida is Ichigo friend, and Ichigo will be troubled by fighting a friend so he plans to defeat Ichigo like this.
