Fan-fiction issue

I am writing a fan-fiction story about Naruto and I have an issue. My story is a Naruhina story but the main characters are Naruto and Sakura. I am going to writing how their lives will develop in the same time. So I am thinking: should I publish it as a Naruhina (romance) or a Narusaku (friendship) story

If your main characters are Naruto and Sakura I would imagine that you would write the story about them.
