Don't you find it strange that Suigetsu said "With that (scroll) we Hawks can rule the worl-..."
And yet in the following chapter, when he was protesting the revival of Oro, he said: "If he finds out about this war, he'll definitely take part in it!!"
Then on the following panel he said "Then we of the Hawk would have to raise arms!!"
"Are you alright with that?!"
It's funny because if the scroll has a super-powerful technique Then why was Suigetsu afraid/disgruntled with the fact that they would have to join the war if that happens? considering they have something so powerful that it can allow them to rule the world.
Suigetsu says : "He (Kabuto) even managed to replace him it's our age now!!!"
The original text is: 現在の時刻は我々のものだ
Which translates : "The time now is ours"
But how do you do that? How do you rule the world without participating in the war it's currently in?
The answer: Time Travel
Travel to a time/age wherein there is no war, no Madara, no Tobi, no Juubi, kill weaker ninjas with your leader's EMS/Amaterasu/Susanoo and rule the Shinobi world, that's the only way to "rule the world" without participating in the war it's currently in, rule it from another age or time. At least according to Suigetsu's thinking...
But we know that currently Sasuke is only looking for one thing: answers answers from the past, that's why
Sasuke asked "what was the beginning?"
In the lower left panel you see Itachi speaking cryptic words:
" That you may have been capable of changing father and mother... of changing the Uchiha
I think Orochimaru didn't perfect/complete the power in the scroll because his hands were sealed by Shiki Fuujin, and he hid it from Kabuto for he deemed it too dangerous (Kabuto might perfect it, and completely alter the timeline that may cause Oro's non-existence) It may have limitations, like limited duration, limited area scope, etc. that's why Sasuke was not impressed with Suigetsu saying "with that we hawks can rule the world, time is ours now, etc." because Suigetsu may have been under the impression the jutsu in the scroll was perfect and all-powerful,etc. while Sasuke upon examining the scroll more thoroughly knew the scroll's limitations that at best it could only facilitate an encounter from someone/ some people from the past or alter only a few specific events in the timeline with the jutsu having only a limited time-scope and duration. Orochimaru might be leading Sasuke and co. to a chronoplast/ timestreaming chamber located in Konoha as a nexus point to travel back in time.
