change the word anime to manga and you got his answer, you obviously know what he means..

If someone asks "...but if the government just does its job..." You interfere him right there and ask "what is governments job?"(cause there's absolutely no legitimate reason for a government (read: monopoly on the initiation of force)

This makes no sense though lol, considering that the Katakana pronunciations of words are way off the mark of their original pronunciation. You'd think the Japanese would be more understandable of pronunciation problems.
