Minato was unable to dodge a punch from naruto base speed and even looked surprised: as if he wasn't expecting to be punched well after he was hit. Either base speed naruto is now fastest in the manga or minato reaction speed is painfully slow.

This is further backed up by bee catching minato completely by surprise with his dagger. minato has teleportation but his reflexes are too slow. I think his other reaction feats are closer to prediction feats, IE he expected obito to try and teleport him and was ready to go when it happened.
