4 Tailed Naruto uses power equivalent to the Kyuubi only using 4 tails worth of power i.e. less than half.
6 Tailed Naruto uses power equivalent to the Kyuubi only using 6 tails worth of power i.e. quite a bit above half its power.
KCM Naruto uses power equivalent to the Kyuubi using all 9 tails, however he is unable to use the Kyuubi's maximum potential.
Bijuu Mode uses all 9 tails to its maximum potential.

Yes, Oro had his arms, but could he use them? no

In NV having your hands is useless if you can't use Jutsus with it and also Hiruzen sealed Oro arms in the Death God.

Yes he did. He already did his body stealing thing before shippuden even started, so he could use his arms. He used a summoning jutsu to use the rashomon gates. Explain to me how he couldnt use jutsus if he used summoning?
