Except he wasn't sucking her blood, he was sucking her chakra. And whatever tiny skin cells he would have gotten from her skin would be dead and it wouldn't be enough to gain the Rinnegan.

Well...

1. We never saw Sasuke's full EMS powers
2. Sasuke's fighting style depends solely on Sharingan and Lightning Release
3. If Sasuke gets Rinnegan, it would make the Rinnegan too common. The only character other than Rikudo who unlocked the Rinnegan is Madara.

If Sasuke gets the Rinnegan, then Naruto would have to get it also to make things fair.

Rinnegan = Senju + Uchiha

Sasuke = Uchiha with EMS power

Naruto = Senju/Uzumaki with jinchuriki power

It's never been stated you need Hashirama's cells specifically. Though only Hashi's have certain special characteristics, there's no reason Tobirama's cells wouldn't allow an Uchia to eventually get Rinnegan.
