This is what I believe true top 10 to be. I'd also like to add that just because someone is higher than than you doesnt mean you can't beat them.E.g I believe itachi can beat nagato in a battle to the death but that's my opinion. It's just that negato has more power so I put him higher.

he has 0 counters to madara meteor via preta path
obito simply comes behind him warps
Nagato CT or CHOU shira tensei
Naruto nukes him with tbb barrage
sasuke he is to slow to block or dodge amaterasu

the list i put is what it is according to kishimotos implications. nobody forgot hiruzen or kabuto. they arent there because there is no place for him them.
