Itachi said himself Jiraiya = Itachi and Kisame and if the outcome would be no different If they had backup. Nagato (or 6 paths) said himself that Jiraiya would have beat him. We have barely seen Sasuke's abilities. I hope you mean DSM Kabuto without Edo because he is instantly #1 but without it he's not even Top 5 I would say.

I go by what manga says and it's either Jiraiya= Itachi and Kisame or Jiraiya = Itachi + Kisame + Hidan (at least) I don't think Jiraiya can solo half of the Akatsuki lol. But he can potentially defeat 2 or 3

BM Naruto handled 5 Bijuu, he handles the Sannin just as easily.
