{One Piece} Who Is/Is that Jack?

Ok, So a couple of chapters ago, I have seen something which got my attention in an instant. (Look At the Bottom-Right Panel)​

Who is this "Jack"? A Yonko Perhaps, Or a Big-Named pirate in the New World?

And on top of that, take a look at the person in the middle panal at the bottom of the page.. Is that Rob-Lucci?!? I'm not sure.

Well Judging by that page, we see a mysterious man, on a boat of some sort, on his way to Punk-Hazard.. Right Now! Could this man be "Jack"? Because remember, one of the brokers told another to "Inform Jack about this." So, could that be Jack on his way to Punk Hazard?!?

he probably saw the broadcast and wanted to check it out
