who is overrated and underrated ?

I think kakashi and kisame are Ok , they are strong

Overrated: Hiruzen, Minato, Gaara,Sasuke and Itachi
Underrated: Sasori, Muu, Jiraiya, Nagato and Tsunade

I see Itachi rated higher than what he has achieved. So for overrated Itachi.
Underrated Konoha 11 barring Naruto.

people's point of view, are different on all characters.. some like to downplay their hate characters, and seem to believe their fav character is underrated.. to be completely fair.. all characters are underrated and overrated.

Nagato was an edo when he was fighting against Edo itachi and killer bee and Naruto. As an edo, he wasn't in control of his body; Kabuto was controlling him and yet he was still able to rape them all. Plus he was telling them what move he was going to do next to help them out. If he was in control of his body and actually wanted to kill itachi and take killer bee and naruto so he can extract the tail beast, he would.

Underrated: Rock Lee by far, I think Ino's mind transfer jutsu is underrated; that would be pretty useful, Guy, Shino, also Tenten seems pretty powerful even she gets barely any screen time
