Actually the scroll is directly related to the person whom Sasuke seeks, if you remember chapter 593, when Sasuke shows Oro the scroll he immediately asked why do you want to meet him/them, meaning that the scroll is the way for Sasuke to meet this person/persons. It would be counterproductive plot-wise to introduce a new character
