Ok a lot of hate has been going around here about Kiba for apparently no other reason but "not enough screentime. The truth is Kiba is one of the more rounded K11 members and is easily top 5 K11.
Since part 1 in his fight with , Kiba has been trolled by Kishi . He lost his match because of a fart . A fart.... Other than that Kiba has been a very powerful assest to the leaf and a valued friend.
During the chunin exams Kiba was one of the only members of the K11 that Sasuke acknowledged . Coming from a supposed genius and an Uchiha that can be a feat.
Also some people complain about how hotheaded and rash he is but he has shown common sense. For example when Gaara murdered the rain ninja he ordered his grouo to stay hidden so they didnt draw attention.
His loss to Naruto can be considered a fluke and very situational.
During the Sasuke retrieval arc he was chosen as a member of the sasuke retrieval squad. His testament as a shinobi is shown by how he took on the strongest member of the sound 4(not 5) and had him on the edge. Even putting a dent in the Rashomen Gate which is another feat by itself.
He was even able to sense Obito's next location and if not for Obito's hax phasing ability, Kiba would have done serious damage.
He is well-versed in his clans techs and is shown to coordinate his attacks with his partner akumaru very good. His taijutsu is on a good enough level to take on one of pains bodies.
Also his tracking abilities are second to none. He is able to track a ninja from far away just by a trace of their chakra which moat sensor ninja wouldn't be able to do.
During the fights against the zetsu he was shown wrecking the enemy while Neji was struggling to fight some.
With akumaru and with a little more training i say Kiba can be a high jonin level shinobi in his prime.
