They (Sasuke, Oro, Jugo and Suigetsu) are 4 big men walking freely in Hidden Leaf? Surely the remaining shinobi must have spotted them. We will never know, maybe Konohamaru could be the one to change Sasuke's mind. Konohamaru could play an important role in this war too, dont rule it out.

After all, the 2nd chapter of the Naruto series was the introduction of Konohamaru.
