Correction, Itachi stated that he needed Eternal Mangekyou to win i.e. To achieve victory or finish first in a competition.

i'll give you an example how minato could beat itachi
minato throws a marked kunai then itachi stops it with shuriken or kunai but as they connect minato ftgs to the kunai then throws another this could be to fast for itachi to react even if itachi reacts the same could happen again for minato to get close to him then they are in close combat minato manages to mark itachi then its pretty much game over why would it be game over as no ms tech would work as minato can appear anywhere like if itachi went susanoo minato ftgs inside and could kill itachi with rasengan or simple head chopping and thats how minato could win

also if you see what i did, it is what you pretty much do you play the fight in a way that itachi wins. alos im not as ignorant to think something like that would always work as itachi could catch minato in tsukuyomi and im pretty sure minato would loose as we dont know if minato has a counter but the events i said for minato is possible. the thing is you may see itachi coming out top 100% but i dont see that what i see is 55% to minato and 45% to itachi why you ask as there is little to know about minato besides the techs he has shown and with the techs we do know he has i still put the fight at 50-50

minato chose death for the future he wasnt forced to do what he did he did it for the future of konoha and the shinobi world also that was against the fox which was no longer in tobis control and the fight between obito and minato was over when tobi retreated

the fact is minato did what naruto kakashi guy and bee couldnt do with his first confrontation with tobi and the naruto and that could only do it thanks to kakashi and tobis relationship

Itachi has Totsuka, Yata mirror and Tsukuyomi, Minato has nothing to counter all of this. Itachi solo's Minato, cry me an ocean.

so you think just because itachi says only one with same blood can beat him that makes it so thats just dumb what he means is that uchiha have a better resistance to tsukuyomi there are plenty who could beat itachi

and before you loose your mind itachi could also beat these, some more tricky then overs but the chance is still there
also the thing is minato can get around susasnoo if minato marks him before hand then susanoo wont mean shit

also keep in mind itachi could have only said that, only an uchiha is able to kill him to put doubt in that persons mind as itachi hates fighting as he witnessed war at a young age so by saying what he said could make people retreat as they know the reputation of the uchiha and itachi but to say that a non uchiha couldnt beat him is being a bit big headed

Reasons why he shouldn't;
