Creating the Uchiha Police Force wasn't a crime you dimwit. In the early age of Konoha the Senju had reason to be wary of the Uchiha. They anticipated a coup, which if you recall Uchiha Fugaku ended up actually organizing.

I Know thats the perception that Madara had for the reason of creating the uchiha police force to isolate them, but what if Tobirama gave them that responsibility to legitimately try and build a trust relationship with the uchiha.

The crime stems not from the creation of the police force itself, but from the motive of creating it, as a ruse to isolate the Uchiha Clan from power and the affairs of Konoha's government. Tobirama Senju was clearly a devious lying politician smh.
