Dude, it's Naruto. It literally says it right in the chapter. I can't believe how many people didn't catch this on the first read it's dead obvious. The first panel on page 5 is a continuation of Oro's inner dialogue. He says "naruto kun"

The only reason I see the foundation involved is because it is "the dark side territory of konoha"

And sasukes side always seem to be going where the darkness lies. Ex oro, danzo, etc
