1- Obito - Not much of hype since he is an unknown ninja over the world but has displayed feats that makes even EMS Madara pale in comparison and thus since 14yo. Madara was said to be the only one to summon and control Kyubi, yet he displayed this capacity as well. His S/T ninjutsu(kamui) makes him difficult to fight against even against speedsters like Minato or Naruto. For me he developed the strongest MS technique ever even surpassing those of Uchiha Madara. His genjutsu is overpowered as f*ck even compared to Shisui's Kotoamatsukami. Has displayed good combinaison of techniques and with Senju DNA, he can summon Gedo Mazo, use Mokuton techniques, all those things puts him already above EMS Madara who gave a hard time to Hashirama
2- Minato - His hype talks by himself, said to be unbeatable by Kakashi or A. For Jiraya, everyone is pale in comparison, and he knows others like Hiruzen, soloed a war on his own, stopped Kumo to recover the nine tails on his own, flee on sight was ordered if somone met him in a war even ordered by someone like Onoki who was probably around his prime at that moment, etc Personally i believe that S/T techniques are the most versatile and dangerous jutsus in this manga. No matter what people say, if Minato wants, he can't be defeated unless he fights another S/T user. In combinaison with his natural shunshin speed and insane reflexes(able to dodge something almost touching his nose), he is pretty much hell to fight against around Obito's level. Yet in a fight even without knowledge, he was able to grasp the mechanism of Obito's jutsu and fodderize him all that in few pages. He is also the smartest character in the manga for me, because he is the only one in this manga who created a plan that spaned thru decades and actually worked, and for that plan to worked, he prepared awesome moves over awesome moves. His speed, along with his sealing techniques said to be feared all over the world, plus his summoning jutsus which give him combinaison moves makes him practically unstoppable. RDS for example makes him able to create a draw against practically everyone
3- Hashirama - Not much is known concerning his abilities, but when Madara praises you, then you must be strong as hell. Said to be at the top of the shinobi world in his era, said by Kabuto that no one existing is on his level, said by current Madara that only Hashirama could stop him, defeated EMS Madara along with Kurama. His Mokuton techniques are on another level able to change the scape of the map, his Mokuton binding able to seal Bijuus
4- EMS Madara - First one to develop MS techniques along with his brother, first EMS user, first to control Tailed Beast. With his Perfect Susanoo, he is practically unstoppable
5- BM Naruto - Said to be the only one who could surpass his father, but until it's actually proven in the manga, i believe he is still not there yet. People actually fail to realise this but it's only after achieving BM, that Naruto was actually compared to his father by Kakashi, and Kakashi knowing both perfectly is the only one who is able to judge who is stronger than who. Until now, he said nothing besides the fact that their speed are comparable. Databook clearly says that only people who had the habit to walk with him(Minato) like Kakashi knew his real power. In the portrayal(again something that people fail to realise), Kishi put Minato above BM Naruto simply by the fact that he accomplished alone something that BM Naruto needed a team(Kakashi, Gai, Bee) to accomplish. You may say that Tobi aren't the same, true, but it's clearly what Kishi intended to show us
6- Nagato - Hyped as the 3rd Sage of six paths, his Rinnengan mastery was fabulous, said to be invincible by Konan or Obito, his Gakidou makes every use of jutsus useless, his Shinra tensei able to level a village as strong as konoha, defeated countless legend shinobis like Hanzo, Jiraya, Kakashi, or others
7- Kabuto - With his Edo, he is practically unbeatable, but what people forget is that this jutsu needs preparations and in an actual fight, he can't do that. It's for this reason that i don't put him that high, but i don't put him last either. It depends on conditions. Also some of people above are able to deal with him Edo or not. Someone like Obito for example, is able to slip thru everyone and decide to attack Kabuto directly by placing him in a genjutsu to stop everything and finish him. Still, his DSM makes him strong enough to deal with both Edo Itachi and Sasuke, so he is incredibly strong
8- Bee - Perfect Jinchuriki(first?) able to completely master his Bijuu. That feat alone should place him on a great level. His kenjutsu makes him deadly in close combat especially when he adds raiton, his tentacles in his fighting style. When you add his Tailed Beast bombs, he becomes clearly deadly. He even impressed Minato by able to put a sword to counter him
9- Hiruzen - God of Shinobi because he was able to know and master almost every jutsu existing in the leaf. In his prime, he was said to be above all by Iruka, said to be strongest kage before his death by Kabuto
10- Onoki - Old as he is, he is probably the strongest kage just judging by his performance against Edo Madara, and even Edo Madara respected him for that. He was able to hold his own against his predecessor even with a poor back. His Jinton makes him deadly. In combinaison with his rock clones and golem, he has a defense that even impressed Edo Madara. He can also fly and fight from far distance by spamming his Jinton. I believe that his power decreased with time, so in his prime, he was probably even stronger

Simply because like majority of people, Kabuto doesn't know the extent of Obito's power. Like i've said in Obito's description, he is an unknown ninja for the ninja world, so he can't receive hype since almost everybody thought he was Madara instead and that the real Obito was dead
He has speed. Crippled Nagato, is not handling his speed especially if he combines it with multiple kage bunshins. I would really like to see how Nagato will handle all that
They are stronger than current Onoki, but i believe it's only because of his age. In his prime, i'm sure he was stronger
