In my Opinion: Ten Ten win with high-diff :scorps:
She can shoot hundreds of kunai and other various weapons from her scroll. she is a weapon master.
i Beat if she had sharingan, she could master the kunai throwing to itachi level
and now she also has treasured tool of so6p, The Bashōsen.

Tenten is by far the most useless character in Naruto! Take away all the abilities you want from Madara and he would still win, because tenten is useless. These threads about Tenten being able to beat certain people is getting old.

Even with the powerful fan, she just doesn't have the skill set or the intelligence to match Madara.
