Yes, up to an extent it is Sasuke, but it's all about team-work. She was willing to colaborate and get past her dislike for Naruto at that time and offer him food, even though she was the student who was "always respect the rules" type of thing.
So, in the end, the initiative was Sasuke's, nevertheless, but it was a team-work kind of effort.

This doesn't change that Naruto was more important to the Hokage than Sasuke was.
Naruto had people who really cared for him, such as the Sandaime Hokage, Jiraiya, and to some extent Kakashi.
