Best Ninjutsu user? No Dojutsu

Title says it all, who is the best Ninjutsu user without Dojutsu, eye techniques. For me, it would come down to:

- Hiruzen (Master of Ninjutsu, was able to use every technique in the Hidden Leaf besides Clan techniques, Professor, 1000+ skills)

- Hashirama (Wood Release, seals)

- Tobirama (Master of Water Release, some Space Time Ninjutsu)

- Naruto (Wind Release, Rasengan, Chakra Control, Shadow Clones)

- Minato (Rasengan, S/T jutsu, FTG)

- Jiraiya (Rasengan, SM Mode, Earth and Fire Release)

- Orochimaru (Wind Release, tons of jutsu, Snake stuff lol)

- Mei Terumi (Two KKG, Water, Fire, Earth Release, Hidden Mist)

- Onoki (Dust Release, Earth, Fire, Wind Release)

- Mu (Invisibility, Dust Release, sensing, Earth, Fire, Wind Release)

I think everyone knows who I would choose but it would be close between him, Oro and Hashirama. Sorry if I forgot anyone

as far as practicality as a ninja goes, Mu takes the cake. Think about what you would imagine for a ninja w/o the influence of Narutoverse. Sneaky mofo, highly skilled in stealth and assasination, was (in his case) a shadow, and that is what made him deadly. Basic ninja stuff, not being inhumanely fast, or launching hadokens at people, classic ninja sht.

Third hokage he is the god of shinobi after all can't be helped the first may have the most powerful and higher scale techniques but the third has more of a variety
