Shallow/superficial and predictable are not necessarily the same thing; Sakura is a superficial character in that she has no substantial background, motive or even purpose in the manga, i.e. she is "boring" but she is not really that predictable / one dimensional a character, the award for that would be go to Hinata imo.

The most boring and predictable character, someone who you can always tell what they're going to do next.

Like a character who everything they do either is either expected, something you saw coming, or is just annoying.

Hate to say the expected here, but Sister Sakura. She's just not an interesting person. Hard to say anybody after that. Probably Brither Choji, I can read him like a book. It's easy to tell when he's about to stop being small and suddenly get really strong, or want to eat or something. Not that he's annoying, just predictable.
