Minato should be third place as he stomps Muu and mizukage, I also don't see how Muu can be so far from Onoki. Onoki>Tobirama as Tobirama is all hype and hasn't shown any feats other then a undeveloped edo tensei, some S/T technique, and High scale Suiton.



I was wondering the same thing. Hanzo was a village leader, not a kage so he shouldn't even be on this list..
