I think that he is the strongest also, but at least Hashirama being stronger is debatable. No one should be above these 2.

Minato should be third place as he stomps Muu and mizukage, I also don't see how Muu can be so far from Onoki. Onoki>Tobirama as Tobirama is all hype and hasn't shown any feats other then a undeveloped edo tensei, some S/T technique, and High scale Suiton.
