I remember at the start of the series when Naruto, Sasuke, and Sakura were assigned to Kakashi, Kakashi told them someday they would have to lead a squad of three genin. So if that's right, then Team 7 will have a total of 9 genin under them when they become jonin. But when these 9 genin become Jonin, Team 7 will have a total of 27 jonin. Does this mean that the military force of Konoha will keep increasing?

Even the Hokages, Sannin, and other important ninja had to lead a squad.

There are a lot of people in the village who are not shinobi and I'm sure that EVERYONE is getting down.

Not everyone will become a jonin or lead a team. Look at Iruka. And everyone that goes to the academy don't pass.

In theory that's how it should work.
Unfortunately casualties and fall outs will hamper that theory.
