Itachi can even defeat the people in your list who he can't defeat in your opinion.

Itachi in a 1v1 is the most dangerous Shinobi to have ever existed.

His intelligence is over the top, with this comes his versatile set of tools and jutsu's, Itachi has shown us that he's a master with Kunai's, he has shown us that he masters his jutsu's and is able to use his Sharingan better than pretty much any other Uchiha that has ever existed. Itachi is always calm and observes his opponents, and normally acts in a defensive way, Itachi has shown that he's able to find weaknesses in Jutsu's that people thought were invincible, Itachi has always suprised us with new things. Itachi never lets his guard down, never lost a fight (not going to count Sasuke's fight as he wanted to die by Sasuke's hand) and always ended them quickly. Not to mention that he accomplished all of this while being ill and still very young.
