Well you do know that was a long time ago right? (Even oro had no knowledge of the Jutsu anyways) When Oro had his arms sealed.....three years right? And during that time when naruto was shifting to shippuden someone like Oro who is a genius would be able to developed some Jutsu that would reversed something like that to help prevent it from happening again. Don't underestimate Oro when even the Third Hokage praised him. Just my opinion

Exactly, if he had the scroll to release his arms from the Death God, why didn't Orochimaru use it earlier? since he is the one who stands to benefit the most from destroying the reaper seal. Why didn't he use it?

I think that what Oro was referring to was obtaining Sasuke's body, not necessarily reviving his amputated soul arms but rather to reclaim any power he lost from losing it in the first place, the Sharingan's techniques do not require hand seals .

In the anime episode before Sasuke killed the weakend Oro, Oro said to Kabuto that by obtaining Sasuke's body, Hiruzen's act against him would be a thing of the past. So Orochimaru became even more desperate to acquire the Sharingan because its' techs do not require hand seals to use.

You expect Oro to get his arms back, but you don't count on the fact you need special hand sings like the Edo Tensei and Oro didn't have his arms....making it impossible for him to get his hands back since he only knew the special sings, but he lacked the arms to do it.

^Hiruzen taught Orochimaru many Jutsus, but the Death God wasn't one of them since it's a dangerous Jutsu and teaching to Orochimaru would be mistake.......i think Orochimaru himself founded the scroll by lack when he in Konoha later in Shippuden.
