wind attacks are based on slicing. since konans a paper logia, she can split into paper clones and into individual pieces so the slicing does minimal damage, then proceed to use her paper spear to close in for taijutsu or slice and dice with paper shuriken as hard as steel

How is wind>paper? You do realize that Temari's attack works in a way where she slices the opponent with multiple blades of wind? If she does that to Konan, Konan can already split herself into several pieces of paper and than come back together.

Saying all this, Konan would have a hard time getting close to Temari and using long ranged paper attacks will be rendered ineffective by wind but eventually, Konan will most likely win unless Temari can outlast Konan. I don't think Temari can outlast Konan since Konan had enough chakra to explode 600 billion paper bombs. So Konan wins high difficulty.

Well what Genii said is somewhat true. Temari's wind can cut stuff just like scissors can and Konan can turn into paper. In rock, paper and scissors game, rock beats paper, paper beats scissors and scissors beat paper.

Since scissors>paper, Temari>Konan.

I'm not denying the fact that Temari can cut Konan's paper form, after all she managed to damage the 3rd Raikage. Its just he takes a pretty narrow view in some threads >.>
