Its neither...he is strong in his own way....he made it to kage so that proves it. He also has one of the longest held kage ranks in history. There will always be someone stronger than somebody in this world.

How would you know?
He's currently as strong as Naruto was in part 1.
Hiruzen wasn't endowed of Kekkai genkai and strong genes unlike the other hokages but he still managed to become one of the best kage
