He cant dodge it, he cant survive it. Its friggin lightning, nothing moves faster than light. And no way that he will survive a direct hit from that in his head "I will direct the lightning directly through your skull" was what Sasuke said to Itachi if I remember correct.
BUT Kirin needs alot of time to prepare like the others said. Raikage can easily run away before its ready because he is faster than Sasuke in pure movement speed.
If they were to fight Raikage wouldnt even see it anymore. EMS Sasuke would just stomp him. He could spam Amaterasu at the beginning of the fight and keep on fighting with Susano´o or other techniques until the clouds are ready..however I dont see Raikage surviving that long against EMS Sasuke.

Raikage can run away before its ready. But he cant dodge it, survive it or yet alone live long enough against Sasuke to see the technique.

If itachi susanoo couldn't tank Kirin I dont think Raikage could because itachi's susanoo was suppose to be indestructible stated by Zetsu. WHat does the NB verse think?
It did tank it. Otherwise Itachi would have died.
Susano´o just put too much strain on him, he released it the moment the attack was over. We saw him collapsing and loosing the control over Susano´o once more while Sasuke was attacking him with his explosive tags.
Zetsu even stated that the Yata Mirror repels any attack. Zetsu wouldnt have said that if it failed in protecting against Kirin just a few panels before.
