It was stated that Minato was the fastest that ever lived.

so...

in my opinion.

1. Minato.
2. Naruto
3. A(what ever raikage number he was)
4. Bee(He had lightning fast reflexes as when Minato teleported behind him, he managed to counter minato. although, it was suicidal).
5. Haku(moves at the speed of light only within the ice crystal mirrors though)


those are the top 5 in my opinion.

very little facts are known about the 3rd raikage aside from.

he was the one that took off one of the 8 tails horn.
he was the only one that managed to injure him self. (strongest shield, strongest sword ideology)
he fought an entire army by himself to delay escape for his people.

well, maybe i missed out a point here or something but theres no reason to deny that he's faster than A.
it was just easier to say that A was faster cause we have a gauge of what he can do, he came close to punching minato in the face.
