Here's my own interpretation: Sakura was the only one who guessed correctly why Hinata confronted Pain. Her reaction in the OP's image could be that she is recognizing that Naruto is returning the feelings or starting to return them. Kishimoto could be going for subtle, trying to avoid making the story corny by making everything too explicit. I think that Sakura has a really high level of perceptiveness and understands people really well. But we won't find out what she's thinking, if she's thinking anything, until later.

aw people an have their different opinions. Sakura's facial expression can be interpreted in many different ways. Maybe she realized her love for Naruto. Maybe she realizes the connection Hinata has with Naruto. Maybe she's impressed that Hinata was able to do something like this. All we can say for sure, is that she is surprised. Imo, it's more likely the third option.
