Why does Sasuke seem weaker in Naruto Shippuden?

Sasuke was able to hurt Gaara alot in the normal Shippuden. He also was incredibly fast.

Then Sasuke became stronger, but also seems like he lost speed.

Then Naruto Shippuden began, and Sasuke seemed stronger than all the characters.

Then he fought Deidara, which wasn't a bad fight. But when he used his green/brown outfit, he started to get beaten by more people (starting with Itachi, which clearly hurted him alot).

After everything, he got the Akatsuki Outfit and he fought Killer Bee and he was losing in that fight (I can't imagine the first ''Sasuke Shippuden with white shirt'' losing to Killer Bee).

Sasuke got much stronger than before, but he is also getting much more beaten than before.

Then he got this Outfit:

and got better powers and mastered the Susano'o, he still couldn't touch Gaara, which is very dumb in my opinion. Why? Because Sasuke on ''Naruto'' fought Gaara and was very fast and could hurt Gaara without any problem. Here, Sasuke looks pretty slow and can't even do a scratch to Gaara. Gaara also lost strength by losing his tailed monster, and he doesn't get any damage.
