Sasuke has shown the most variations in Raiton: three/four Chidori variations. Lighting enhanced blade, Kirin

The Third Raikage might be the best Raiton user though....he was able to use it in order to make himself practically indestructable. He also had Hell Stab which is basically an ungodly Raikiri as well as black lightning which we saw Darui use.

So I guess it is either between Sasuke's variaety or Sandaime Raikage's simplistic use.

3rd Raikage or Sauske, depending on what you mean by "proficient'. Sasuke is a genius when it comes to applications of Chidori, whilst the 3rd Raikage is better overall.
