Water dome against shines tensei?

Yet another irrelevant question.. but say if pain(deva path in specific) were in kisame's water dome, could he escape?
The real question is, if he said, "shinra tensei!" under water, would the gravitational push activate? Or does the word "shinra tensei" need to he heard above ground in order for it to work.?

Shinra tensei doesn't have to be said to be used! Also the size of Shinra tensei csn be altered....so I'd imagine it could be used to destroy the dome

Shinra tensei is a gravitational technique, which as far as we have seen doesn't really have any counter. Nagato/pain could easily make a gravity field that counters water dome - since water domes affectiveness depends on its ability to create high density water (which is gravity dependent). Technically tendo pain could pull limbs off people if he wanted but that would be to OP.

Also people can still make noise underwater, infact sound travels 5x faster underwater ten in air. So having to say the techniques name isn't really an issue ( jutsu don't actually need to be announced to activate).
