Theres a difference between having a fraction of that Gods power and actually being the God himself. Chibaku Tensei creates its own gravity, Shinra Tensei controls the forces of magnetism and shits on the laws of physics, wielding them like a weapon. I mean you could counter Amaterasu with it, not dodge it or avoid it, but actually counter it.

It's def top3 over most powerful jutsu. If you take just raw power, it doesn't match the tailed beast bomb, nor does it match Deidara suicide, but it makes number 3 IMO
