Unlike most techiniques, which are based on a users chakra, this uses natural lightning which Zetsu says reaches the ground in 1/1000th of a second. However, the preparation time required also decreases the technique's efficiency; if there are no active thunder clouds the user must create them by using powerful fire techniques to produce the necessary storm conditions.

^But he also needs to shot a Lighting up to the sky in order for Kirin to work.......the Lighting from the sky can be there, but if Sasuke doesn't shot the Lighting from his hand and up to the sky then Kirin won't work.
