The Juubi is freakin huge. The time it would take to seal the Juubi with the Totsuka blade would leave Itachi vulnerable to attack. I also think the Juubi could pull it out if it wanted. Or blow itachi up with a beast bomb while the sword is sticking him.

I mean the Juubi is like 10 times the size of the Bijuu....and the Bijuu are Larger than Susanoo......so I would imagine the Totsuka blade doesn't entirely work....also note that the Juubi was known as a creature of creation and destruction...so I would imagine it probably has some cheap reason to resist it...
