It's not based on Dragonball, DB was Kishi's inspiration, but the characters you are reffering to are based on the Chinese book Jouney to the West.
Many other movies and books are based on the same book. Like the Forbidden Kingdom & Enslaved(PS3) just to name a few.

The main character's name is Son Wukong, translated to Japanese it's Son Goku.

i have seen the entire series of DB, DBZ, DBGT, and there aren't too many absolutely significant enough to be of any importance to relate eachother and there are other reffs from other anime as well

Sakura is obsessed with Sasuke. Bulma never showed much affection towards Vegeta. I may have forgotten so show me where it felt like she was in love with him (before they got married obviously).
